This document is based on a delegate report written by Mr. Ray Gates for Standards Council of Canada following the SC32 and WG2 meetings in Santa Fe, NM, USA:

It is made available for others who were unable to attend the meeting.  This is not an official report from WG2, but contains more detail than the official WG2 report.

SC32/WG2 Working Group and Ballot Resolution Meetings

Meeting Report

The WG2 Meeting Report is SC32 N0944.  The meeting document register is WG2-SAF2-001 available in the WG2 Document Library.

Resolutions from the meeting

The resolutions from the SC32 WG2 meeting are available as SC32 N943.  All formal decisions were taken in the first week.  The final two days were used to progress working drafts.

Delegates to the meeting

The list of the delegates to the SC32 meeting is included in document SC32 N0935.

Neither the WG2 Meeting Report nor the WG2 Meeting Resolutions lists the delegates to the WG2 meeting.  The following is an unofficial tally.  For the first week, the following countries were represented:  Australia (1), Canada (2), China (1), Japan (2), Korea (2), UK(1), USA (10).  Some delegates were present only part of the time.  For the two days in the second week, the following countries were represented:  Australia (1), Canada (1), UK(1), USA (5).

The updated WG2 programme of work is documented in WG2-SAF2-021.

Progress at meeting

Dr. Jake Knoppers reported on his success in getting descriptions for the codes in various languages from SC32 P-member bodies.  These will form an Annex to the standard.

Next steps

The Project Editor (Dr. Jake Knoppers) was requested to produce an FDIS version for ballot by 2003-03-31.

The majority of ballot comments were accepted without discussion.  The remainder were discussed and satisfactorily resolved.

Progress at meeting

A new working draft was presented by Jim Carpenter and Nancy Lawler.  There was discussion and general agreement to rename the Classification Schemes in the model to Conceptual Schemes, with Classification Schemes being a specialization.  This will allow the generic structures to be used for other purposes, such as representing XML or database schemas.

Next steps

More discussion is expected within NB committees and via the email reflector.  Editor to issue CD by 2003-09.

Progress at meeting

The FCD ballot is not due to close till 2003-04, so no progression of the document was possible at the meeting.  However, there was some discussion of issues with the document, with the objective of harmonizing NB ballot comments.

WG2-SAF2-002 Editor's latest draft of ISO/IEC CD 11179-5 incorporating the resolution of ballot comments.

Progress at meeting

The editor provided a revised draft incorporating the resolution of ballot comments as determined at the Seoul meeting.  However, that meeting had recognized the resolutions were not adequate.  There was a lot of disagreement on the direction this document should be taking, and agreement that more work is needed before another draft is published.

Next steps

NBs should submit contributions to the interim meeting in Melbourne in 2003-10.  A 2nd CD is expected out of that meeting.

The editor (Ray Gates) led a review of the open issues, which were prioritized as 1-High, 2-Medium, or 3-Low.

Next steps

The editor is to produce an annotated WD by 2003-03-31, identifying the clauses impacted by each of the open issues.  NBs are to provide proposals to resolve the issues as input to the interim meeting in Melbourne in 2003-10.  It is hoped to be able to produce a CD out of that meeting.

Progress at meeting

There was discussion of alternative approaches to representing XML artifacts in a 11179 metadata registry.  The US EPA approach heavily uses Classification Schemes.  Ray Gates' contribution was based more on Derivation Rules.  It was agreed that since XML artifacts are not explicitly supported, there is more than one way to map them to the metadata model.  Each approach has pros and cons.  Since the current editor, Bruce Bargmeyer, had made no progress on this project, Ray Gates agreed to assume the editorship.

Next steps

The editor to synthesize the above documents to describe the possible approaches and their pros and cons, to circulate this document prior to the interim meeting, and to submit a WD to the interim meeting.

Progress at meeting

We had originally hoped to number this document TR 20943 Part 0, so it would precede the other parts, but ISO-CS will not permit a part 0.  Therefore, it will become Part 4.  The editor presented a list of candidate topics to the meeting, which was discussed and edited to produce WG2-SAF2-055 as a record of the discussion.

Next steps

Editor to produce a first working draft by 2003-06-01.

Progress at meeting

This project has multiple parts, all of which were originally being edited by Frank Farance, who is working on revised and new working drafts, but has yet to shared these latest versions with the group.  Prior to the meeting, Ray Gates had reviewed several of the available drafts for consistency with ISO/IEC 11179-3:2002.  Several inconsistencies have been identified because the WDs were based on an earlier draft of ISO/IEC 11179-3.  This review helped to identify problems with ISO/IEC 11179-3 itself.  Ray Gates also submitted a candidate working draft for ISO/IEC 20944-60 Protocol Binding Overview.  This candidate draft was accepted by the working group, and as a result, Ray Gates has assumed editorship for Part 60, and also Part 62: WSDL Binding.  A new Part 65: LDAP Binding was approved, with Frank Farance as editor.

Next steps

Ray Gates will continue his review of the available drafts and pass comments to Frank Farance.  The editors are to publish revised WDs as soon as possible, to provide adequate time for review prior to the interim meeting.  It is hoped to have CDs out of the interim meeting for all parts for which WDs now exist.

Progress at meeting

Prior to the meeting, Dr. Jake Knoppers (joint editor with David Clemis) had sent an email apologizing for the lack of progress on this document.  At the meeting, Dan Gillman (USA) suggested that this project be moved to WG1, since that is where it will have most use.  However, because of the need to align the standard with ISO/IEC 11179, a majority of those present voted to keep the project in WG2.

Next steps

The editors are targeting a second WD for 2003-03-31, which will be circulated for comment followed by a CD by 2003-06-30 to give the CD ballot time to close before the interim WG2 meeting in Melbourne in October.

Next steps

We need to review the working drafts of parts 1 and 2 and provide feedback to the editors.  Working drafts for parts 3 and 4 are targeted for 2003-09, in time for the interim  meeting in Melbourne in October.  CDs for parts 1 and 2 are also targeted for 2003-09, though it might make more sense for these to be second WDs and for the CDs to be output from the meeting.

Progress at meeting

This is a new project consisting initially of three-sub-projects.  Frank Farance is editor for all 3 parts.

Part 1: Contact information for metamodel

Part 2: Relations information for metamodel

Part 3: Security information for metamodel

The initial working drafts for these projects were taken from existing SC36 work, and only minimally changed to adapt to this new project.  A lot of work will be required to bring them into line with the 11179-3 metamodel.  There was discussion of how these modules should relate to 11179, and whether in fact they should be made parts of 11179, but no conclusion was reached.

Next steps

We need to provide feedback to the editor on what needs to be changed to align the modules with the 11179-3 metamodel.  In addition, we need to use this project to develop a framework for extending the 11179-3 metamodel.

Progress at meeting

Bob Hager of ANSI was present to give an overview of the intent of the standard for Standards metadata.  There was support from at least five national bodies present to proceed with the NWI.  Bob stated that ANSI may not allow him to be editor, though he is willing to participate in the work.  He suggested Ray Gates as editor.  Ray is hesitant to assume this role given his other commitments, but has not ruled out being editor in name if it was clear someone else would do the work.  Ray has suggested Bob look for a volunteer within INCITS L8.

Next steps

The NWI ballot will be issued.  Discussions on the role of editor will continue with the objective of getting at least one nomination for the ballot.

Progress at meeting

John Sowa made a presentation on the common logic (CL) framework.  This work has been repositioned since the last presentation in Victoria.  It is now being positioned as a framework for a family of logic-based languages, with an abstract syntax and three concrete syntaxes: KIF, CG and a new XML-based Common Logic Markup Language (CLML).  One of the developers of CL, Pat Hayes, has worked with W3C to make RDF and OWL consistent with CL.

Next steps

The NWI ballot will be issued, and a complete working draft prepared by 2003-07-31.
