Title of proposal

Update of ISO/IEC 11179 Specification and Standardization of Data Elements, Part 3 Basic Attributes of Data Elements

Scope (as defined in 6.2.1 of part 3 of the ISO/IEC Directives)

Purpose and justification

Part 3 of ISO/IEC 11179 was last published on 15 December 1994 and is due for five-year review during 1999.

There is a need to update Part 3 to address the emergence of new techniques and technologies, including:

·         presentation of attributes in a more structured, information modelling framework, to be consistent with mainstream approaches to metadata registry management; possible inclusion of translations to several popular modelling notations as an informative annex

·         review of the list of existing attributes in Part 3 in the light of actual implementations of ISO/IEC 11179 for metadata repository purposes, and extensions made to this list in related standards

·         review of part 3's effectiveness in providing clear, comprehensive guidelines in respect of the components of data elements (i.e. data element concepts, conceptual domains, value domains, classification structures) which pose the challenges to clear explanation and understanding

·         consolidation of the standard to reflect changes in Part 3 and changes that arose in the progression of Parts 1,2,4, 5 and 6 of the

·         changes in presentation/communication which assist Part 3 to provide an effective balance in meeting its prime objectives of making data 'understandable' and 'shareable'. Consideration of both its effectiveness as an educative tool, and in providing clear standards specifications, is highly desirable.

Revisions need to be made to ensure that ISO/IEC 11179 continues to be a useful, contemporary and well-regarded standard. Of particular relevance are the growing significance of electronic commerce, and the increasing recognition of the role of metadata repository management in management of the resources of individual organisations. The revisions will provide benefits to industry, governments, distributors and end-users of data generally.

ISO/IEC 11179 is increasingly being put to practical use, a number of organisations are actively addressing metadata management, and there are no known factors that could hinder the successful undertaking of this project.

The revision of Part 3 will probably necessitate some corrigenda to other parts of the standard to make them consistent between themselves and with the revised Part 3.

The proposed revision will ensure that the standard remains at the best-practice, leading edge. Given the fundamental role the standard has in the "preservation of meaning of data", it is most unlikely that metadata registry management will be outstripped by technological change. This is an area of rapid technical development. In addition to this work, other New Work Items are expected to extend and enhance the ISO/IEC 11179 family of standard. Failure to update Part 3 within the five-year review period will undermine its current, positive, credibility rating.
