2)         L8 Reports

a)                     Report on NCITS/L8 Task Group for Technical Development meetings (D. Gillman)

Dan Gillman reported.  Here are the highlights: 11179 future direction discussion featuring parts 2, 4 & 5. 11179-5 FCD discussion. 20943-2 working draft comments discussed. Melbourne WG2 Meeting resolution discussion. WG1 guests Jim Clark from Microsoft and Paul Levine from Global eBusiness Advisory Council presented WG1 work items with the intent of L8 taking on those work items and TAG responsibilities. We also discussed the future direction of 11179-2. A scope document for 11179-2 is requested. We are at the end of the voting period for:

INCITS meeting next week. Dan Gillman will inform INCITS of an impending change for the WG1 work. INCITS Technical Committee Officer Symposium next week.

Xian, China meeting May 2004 in conjunction with the Open Forum for Metadata Registries. The first two days will be editing sessions. Work will be done on resolutions.

d)                     Report on JTC1/SC32 matters (B. Bargmeyer)

WG2 is to give a tutorial on WG2 work items at the Open Forum for Metadata Registries.

Dr. Richard Soley, head of OMG, will be keynote speaker at the Open Forum for Metadata Registries. MOF and XMI are to be presented to JTC1 for fast-tracking to standard.

c)                     W3C (B. Bargmeyer)

Terminology work will engage the W3C Semantics Web Best Practices working group. Could be used for testing 11179 part 2. Persistent URLs need addressing. The European Environment Agency has created an open source version of an 11179 metadata registry.

d)                     TC 211 and L1 (D. Gillman)

Dan Gillman reported.  Here are the highlights:

They are moving from doing content standardization to infrastructure work such as interchange standards, and working with the OpenGIS Concortium. They are interested in designing a registry.

e)                     TC 37 (D. Mann)

Doug has no news to report. Frank Farance reports they are layering Terminological Markup Format (TMF) on 11179. ISO 16642

f)                      SC 36 and V36 (F. Farance)

Frank Farance reported.  Here are the highlights:

V36 is the INCITS TAG to SC36. V36 is meeting the first week of May. Topics will include formal establishment of a liaison between V36 and L8. Frank intends to be the liaison for L8. Two documents are ready for CD2 ballot.

h)                                          IEEE Standard Ontology

Dan Gillman reported. Here are the highlights:

The Common Logic community work with the IEEE Standard Ontology. They are developing a high-level ontology any other ontology could fit into. John Sowa is involved. A product is not yet available.

i)                                            Federal Data Registry User Group

Dan Gillman reported. Here are the highlights:

There is a consortium of federal agencies that meet in Washington every month. The focus is on 11179, any type of data registry is accepted to the group. Current work entails generating a FDR UG charter.

 

4)         Status of Projects

a)                     Status of ISO/IEC 11179 – revision

i)                      Part 1 – Framework (D. Gillman)

                        Status – The FDIS document is at ISO Central Secretariat undergoing final edit.

ii)                     Part 2 – Classification (J. Carpenter)

                        Status – J. Carpenter –absent. Dan reports Jim Carpenter is to issue a document for CD soon. The draft is to be sent to Ray Gates for circulation.

iii)                     Part 3 – Registry Metamodel and Basic Attributes (D. Mann)

                        Status – The task group has prepared a number of proposals for inclusion in the next work. Ready for discussion at the Xian, China meeting.

iv)                    Part 4 – Definitions (B. Bargmeyer)

                        Status – Ballot for FDIS is closed. Dan Gillman volunteered to be editor of version 3. Dan intends to persue metadata quality items in version 3.

v)                     Part 5 – Naming and Identification (B. Parker)

                        Status – The FCD ballot period is closing soon.

vi)                    Part 6 – Registration (L. Fitzwater)

                        Status – The FCD ballot period is closing soon.

b)                     Status of ISO/IEC TR 20943

i)                      Part 1 – Data Elements (D. Gillman)

                        Status – Published with no current plans for revision.

ii)                     Part 2 – XML (L. Fitzwater)

                        Status – Ray Gates distributed a draft document. L8 comments will be forwarded to Canada.

iii)                     Part 3 – Value Domains (D. Gillman)

                        Status – The document is published, but not yet available on the JTC1 freely available documents web site.

iv)                    Part 4 – Framework (L. Fitzwater)

                        Status – The document will be created after other TR 20943 documents are developed.

c)                     Status of ISO/IEC 11404 – Language Independent Datatypes (F.Farance)

                        Status – Work on proposed CD ballot resolution is underway. Frank offers to provide an 11404 tutorial. Dan offers 2 hours in a future L8 Technical meeting for the tutorial.

d)                     Status of ISO/IEC 20944 – Interoperability and Bindings (F.Farance)

                        Status – Ray Gates provided comments on parts 1 and 2.

e)                     ISO/IEC 24706 - Standards Metadata (D. Gillman)

                        Status – Working draft underway. Expect a document this summer.

f)                      ISO/IEC 24707 - Common Logic (H. Delugach)

                        Status – H. Delugach – absent.

h)                     Status of ISO/IEC 19773 - Metadata Modules (F. Farance)

Status – Working draft underway. Will be done prior to Xian, China WG2 meeting.

 

5)         IR Activities

a)         IR Report (F. Farance)

Frank Farance reported.  Here are the highlights:

 JTC1 Secretartiat is interested in better project reporting. Information will be forthcoming. Project information will be centrallized in one location. User ID’s will be issued to access TC servers. Will be role identifier rather than person identifier. TC Officers Symposium meeting next week. Frank will attend IR training next week for V36, which will also count for L8.

6)         New Business

a) US Position for WG2 meeting in Xian

We approved a vote of No, with comments for FCD 11179-5. US representatives at the Xian meeting need to be aware of the content of the comments for 11179-5.

b).Metadata Registries Open Forum, China may 2004

Highlights are: There will be 31 participants currently registered.

c) Anti-Trust guidelines

New anti-trust requirement from INCITS on the website: http://www.incits.org/inatrust.htm. We need to be aware to avoid sensitive topics in our discussions.

d) Locale Identifiers

SC36 metadata attributes: TC37 interested in Locale Identifiers, and they want to discuss the issue with L8. Dan intends to invite TC37 members to the June 2004 L8 Technical meeting. Potential technical solution to multilingual problem.

e) JTC1 accommodation information

Language, culture, human functioning accommodation. An expression of requirements, and the satisfaction of those requirements are phrased in terms of standards speak. Standard for participant accommodation is being written. JTC1 Accommodation Information meeting will be held July 12 & 13, 2004 at ITI Washington DC. SC32, SC35, and SC36 will attend. Frank will provide the relevant JTC1 documents to L8.

Addendum to US Position: US TAG to SC32 recommends US asks SC32 to develop a position for the JTC1 Accommodation Information July meeting.

f) WG2 document numbering

WG2 documents need N numbers. Take the unnumbered documents and number them all. For example, change the MEL documents to N…, etc. This should be discussed at the WG2 meeting.

Addendum to US Position: Recommend N numbering be instituted for WG2 documents, and effect a plan to number historic documents.

g) WG1 TAG and associated work items
