1) Administrative Matters

 Dan opened the meeting at 9:45am, when a quorum (5) were present.

a) Approval of the Agenda
The agenda was approved by unanimous consent.

c) Review of minutes of previous meeting

There were no comments from the minutes of the previous meeting.

2) L8 Reports

a) Report on NCITS/L8 Task Group for Technical Development meetings (J. Newton)

Judy reported that the TGTD met yesterday and day before. It was only meeting since last Plenary. With next TGTD meeting will start to assign times for topics. Discussion topics to include Part 6, Part 4, value domain documents, logical foundations, 11404. Discussed part 1 and part 2. Continuting discussion on scope and what goes in this update cycle as a companion update to part 3. Will have to revisit these issues. Ray Gates (Canada) has editorship of part 3.

b) Report on JTC1/SC32/WG2 matters (L. Fitzwater)
Dan reported on Victoria meeting. Made decisons at WG2 meeting to try to progress:
11179-3 to FDIS,
If part 3 to FDIS, then move 20943-1 to DTR.
11179-1 issue as CD Ballot in mid Jan
11179-2 issue as CD Ballot, or WD available for meeting in Soeul Meeting in May
11179-4 issue as CD
11179-5 issue as CD
11179-6 hope for WD
20943-3, out for PDTR in mid Jan.
Trying to get 5 countries for Logical Foundations work.
US TAG to send the NWI forward.
Replace Ngo as editor as Part 6. Larry agreed tentatively to be new editor. Burt offered as well.
NWI submitted for registering business objects, 30 day letter ballot out. WG2 bascially approved.

Next WG2 meeting, with SC32, end April/early May in Seoul. Fall meeting tentative for Great Britian.

c) Report on JTC1/SC32 matters (B. Bargmeyer)
Dan reported. Constant battle between WG3 and WG5. SQL vs Remote Data Access. Scope overlaps. WG5 may not continue as separtate WG.
SC32 meeting end Apr/early May in Seoul.
Pay to play arrangement still being disucssed by JTC1.
 

d) Report on NCITS/L8 matters (D. Gillman)

Dan reported. All work of L8 is at International level.
IR position is open for volunteers. France agreed to re-up.
Last month, gave annual report to NCITS meeting in Washington. Took Officers training again. Also Officer symposium. Teleconf is a useful means to expand participation of people who can't travel.
 

3) Liaison reports

a) TC204 and ITS America (A. Schoka & B. Parker)
ISO DIS 14817 released for ballot. Ballot closes 2001-05-06.
IEEE WG is participating in the international work.
ITS DR up and running. Approx 2500 entries. Through bug fix cycle.

b) OMG (B. Bargmeyer)
no report available, interested in fast tracking some of its work like MOF,

c) W3C (B. Bargmeyer)
beginning an ontology standardization effort. Basis for their "semantic web".

d) TC 211 and L1 (B. Bargmeyer)
Draft of Metadata Part have been issued about 2 months ago and since circulated for comment. Ballot closes early Jan.  See Dan's email.

e) TC 37 (D. Mann)
see IR report, nothing from Doug

f) TC 215 (D. Mann)

4) Status of Projects

a) Status of ISO/IEC 11179 – revision
All parts open.
i) Part 1 – Framework (D. Gillman)
Dan reported on a working draft, yesterday. Expects to issue as CD ballot in January.

ii) Part 2 – Classification (J. Carpenter)
Discussion about its progression, Depend on part 3 or be independent? Unresolved. Still a work in progress as a WD.

iii) Part 3 – Metamodel (L. Fitzwater)
Comments received and resolved at WG2 meeting. Editing meeting will be resumed electronically Monday and go for 8 days. Results will be a vote to chose it going forward as second FCD or final.
Latest version is available through the editing session.

iv) Part 4 – Definitions (B. Bargmeyer)
Scheduled to issue as FCD in Jan.

v) Part 5 – Naming and Identification (J. Newton)
Intent is to have a CD by mid-Jan.

vi) Part 6 – Registration (P. Ngo)
WG2 has asked that Phong be replaced due to lack of participation. Lost some of the current thinking. Not happy with current direction of 11179.

b) Status of ISO/IEC TR 20943

i) Part 1 – Data Elements (J. Newton)

ii) Part 2 – XML (B. Bargmeyer)

iii) Part 3 – Value Domains (D. Gillman)
CD to be issued in Jan

c) Status of NCITS 1058-D and 1059-D
NP has been sent out. Need to identify 5 Pmembers willing to work on it.

i) Knowledge Interchange Format (M. Gruninger)

ii) Conceptual Graphs (J. Sowa)

d) Status of ISO/IEC 11404 – Language Independent Datatypes (F.Farance)
Sent recent email. Expects a CD ballot second or third qtr of next year. (July Aug timeframe)
Working on breaking up into parts.

e) Status of ISO/IEC 20944 – Metadata Access Service (F.Farance)
Working on breaking up into parts. First four parts: Framework, conformance, one coding, one API (C++ or JAVA)
 

5) IR Activities

a) IR Report (F. Farance)

willing to continue as IR for another term.

WG2 items have already been reported.

JTC1 directives being updated. Out in April. No real impact. New rev on Part 2. JTC1 Pmembers will be allowed to make First 4 clauses of all JTC1 standards publicly available. Terminology available for understanding and for reuse. Vocabulary work going back to JTC1 Secretariat. Access to data base. ISO IEC 2382 Info Tech Vocabulary. Pts 4, 5, 6, 17 assigned to SC32 for maint. Notion of stabalized standards, requiring no update. TC37 Vocab work may require our attention, Frank to summarize in email.

L8 supports Franks offer to volunteer for another term as IR.
