1) Administrative Matters

Dan Gillman opened the meeting at 9:15.

a) Approval of the Agenda

The agenda was approved with 2 additional items added to section 6 – New Business

b) Membership, attendance list, and address list

The attendance list was passed around. The membership list was not updated.

c) Review of minutes of previous meeting

Minutes from December 2000 meeting

There were no comments on the minutes from the previous meeting. Dan thanked Burt Parker for his comments on the first draft of the minutes.

 

2) L8 Reports

a) Report on NCITS/L8 SIG meetings (J. Newton)

Judith Newton reported that the SIG met twice since the last Plenary. All the parts of ISO/IEC 11179 are reopened for revision. Progress on each part has been made. Progress on the registry content consistency technical reports was made. KIF and CG have been added to the list of projects under development. Work to sponsor a metadata registries conference with DAMA in September at NIST is underway. The call for papers will be issued soon.

b) Report on WG2 matters (L. Fitzwater)

Larry Fitzwater reported the next WG2 meeting is scheduled for 2-6 April in New York City. Farance Inc will host the meeting. A reception dinner will be held Thursday 5 April in the evening. The agenda will be issued soon. WG2 will recommend free publication of reference model, and IRDS is to come up for review.

c) Report on SC32 matters (B. Bargmeyer)

Doug Mann reported that the SC32 Web site is to be physically relocated in Richland, WA. Funding for the SC32 secretariat is running out. Doug needs to send a notice in March. The Korean meeting cannot be supported unless new funding materializes. Bruce Bargmeyer and Frank Farance are attempting to get funding. JTC1 voted down the "pay to play" proposal. The technical management board asked them to reconsider.

d) Report on NCITS/L8 projects (D. Gillman)

Dan Gillman reported that with the proposal to make KIF and CG international projects, all the current projects in L8 are international. Dan will ask NCITS for permission for L8 to help sponsor the DAMA metadata registries conference in September at NIST.

 

3) Liaison reports

a) TC204 and ITS America (A. Schoka & B. Parker)

Burt Parker reported that IEEE 1489 is being revised and is being progressed as ISO 14817 in TC 204. The current status is WD (working draft). ITS America is having its annual meeting in Miami on 4-6 June. Burt will demonstrate the IEEE ITS Data Registry at the Federal Highway Administration booth at the conference. The registry was built by Ontek, Burt is the registrar, and there is free public access to the registry. The url is http://standards.ieee.org/regauth, and one can fill out an application to become a read-only user. Other types of users are registrar, stewards, and submitters. There are over 2000 data concepts in the registry, mostly data elements, some message sets, and some generic property domains. Comments are welcome.

b) OMG (B. Bargmeyer)

No news on proposed fast track items from OMG. Henry Lowe is the contact.

c) W3C (B. Bargmeyer)

No report provided.

d) TC 211 and L1 (B. Bargmeyer)

No report provided.

e) TC 37 (D. Mann)

Doug Mann reported that TC 37 has been very active. They held an international meeting last month. They are harmonizing their metamodel with other terminology work. Sue Ellen Wright gave positive comments on ISO/IEC 11179 changes to terminology management.

f) TC 215 (D. Mann)

Health Informatics Standards Board meeting next month in Washington, DC. HISB is US (ANSI) coordinating body for US health informatics standards. There are 7 participating SDO's.

 

4) Status of Projects

a) Status of ISO/IEC 11179 - revision

i) Part 1 (D. Gillman)

Dan Gillman reported that he put the old part 1 into the template and began to make changes. He is incorporating recommendations received in previous SIG meetings. A conformance clause will be added.

ii) Part 2 (J. Carpenter)

Jim Carpenter put the first WD on the L8 Web site. Some of the material moved to the main body should be put back into the introduction. The group was unable to provide more guidance at this time. Nancy Lawler agreed to provide some assistance in the development of this part.

iii) Part 3 (D. Mann)

Doug Mann reported that Joe Christensen will put new version of part 3 out this week. Frank Farance provided new conformance clause wording. There are some problems with the template, and Joe and Graham Horn will ask ISO for help. Part 3 to go to 2nd CD at the WG2 meeting, because sufficient comments were received and resolved after the last CD.

iv) Part 4 (B. Bargmeyer)

Dan Gillman reported that he and Doug Mann mapped the rules to ISO 704. Two of the rules did not map to ISO 704, and Bruce Bargmeyer has agreed to take them out, but he wants to keep the format of the revised document the same as before.

v) Part 5 (J. Newton)

Judith Newton provided a revised version of part 5. She asked for comments.

vi) Part 6 (P. Ngo)

No report provided. Phong Ngo has stated he wants to revise part 6, but his attendance and apparent interest has waned.

b) Status of ISO/IEC TR 20943

i) Part 1 (J. Newton)

Judith Newton reported that the data element TR is in stable shape. She hopes to advance the report to FTR at the WG2 meeting.

ii) Part 2 (B.Bargmeyer)

No report provided.

iii) Part 3 (D. Gillman)

Dan Gillman provided the first WD for the value domain TR. He asked for comments.

c) Status of NCITS 1058-D and 1059-D

i) Knowledge Interchange Format (M. Genesereth)

Michael Gruninger provided a first WD for part 1 of KIF. He wrote a NWI Proposal draft for consideration at the WG2 meeting. He asked for comments on the WD.

ii) Conceptual Graphs (J. Sowa)

John Sowa wrote a companion NWI Proposal draft for consideration at the WG2 meeting for CG. He will put the CG draft (first WD) on the WG2 Web site.

d) Status of ISO/IEC 11404 (F.Farance)

Frank Farance reported that he is editor for the revision of ISO/IEC 11404 – Language independent data types. A charter document exists which describes the proposed revisions. The first CD is expected by summer. Changes will be made to the introduction, scope, and conformance clauses.

e) Status of Metadata Access Service (F.Farance)

Framk Farance reported that he sent the first WD through the email reflector. It has an IDL-like binding specified. Other bindings will be incorporated by May. The first CD should be ready by September or October, in time for the SC32 meeting in Victoria, BC.

 

5) IR Activities

a) IR Report (F. Farance)

Frank Farance was invited by the secretariat to attend the TC 184 (Express) meeting. He also attended the SC 34 (Topic Maps) meeting. SC 34 needs a liaison with SC 32.

 

6) New Business

a) Vote for Transfer to TC 211 of Project X.14.06.00.00.00 - ISO 6709:1983 Standard representation of latitude, longitude and altitude for geographical locations. (D. Gillman)

Dan Gillman described the request and asked everyone to provide a vote to the letter ballot that was sent out.

b) Vote for creating Task Group to replace SIG (D. Gillman)

Dan Gillman proposed that a Task Group be formed to replace the SIG, with Judith Newton serving as chair. Frank Farance moved and Branch Archer seconded this motion, and it was passed by unanimous consent. Dan will write the proposal to NCITS for the creation of the Task Group, which will be called "Task Group for Technical Development".

c) Co-sponsoring DAMA Metadata Registries Conference (D. Gillman)

Dan Gillman described the need to petition NCITS for permission to have L* and NCITS co-sponsor the conference with DAMA. Dan will write the petition.

d) 5 year review for ISO/IEC 11404 – Language Independent Data Types

Dan Gillman described the need to reaffirm, revise, or withdraw support for ISO/IEC 110404. L8 is already supporting the revision of this standard. Frank Farance, the L8 IR, the editor of the revision. L8 is a member of CT 22, the combined TAG to SC 22, where ISO/IEC 11404 is maintained (in WG 11).

e) New Work Item Proposals for KIF and CG

John Sowa and Michael Gruninger stated they would send their NWI Proposals to SC 32 secretariat on preparation for the WG 2 meeting. A US TAG meeting will be held after the WG 2 meeting to vote its approval of the NWI's.

Dan Gillman proposed, Judith Newton moved, Larry Fitzwater seconded, and the group unanimously approved the adjournment of the meeting at 3:00pm.
