Minutes of the 99th Plenary Meeting of X3L8, Data Representation

 

The Chair of X3L8, Phong Ngo, opened the 99th Plenary Meeting of X3L8 at 9:15 AM on 28 February 1997.

1.0 Administrative Matters

1.1 Review of Minutes of Previous Meeting

The minutes were approved with minor corrections. Motion by Mann, Second by Gillman, passed unanimous.

1.2 Approval of the Agenda

The agenda was approved with minor revisions.

The attendance list was prepared

There is a potential vacancy in the IR

1.5 Document Distribution (Phong Ngo)

Phong Ngo has built a database of the document registry.

Phong Ngo has receive an electronic copy of NATO documents. These will be placed on the FTP site when he confirms that they are readable.

The document register for the meeting is attached.

It was suggested and agreed that PDF versions of files be added to our FTP site. Dan Gillman and Doug Mann can create PDF files.

 

2.0 Reports

  1. Report on X3L8 SIG meetings (Dan Gillman & Judith Newton)

- The SIG completed reviewing the metamodel issues list. This was sent to the editor, Paul Hawes.

Dan is asked to put the issues list on the FTP site

- The revised time standard has been drafted.

- The Title and Scope of JTC1 SC14 has been drafted

- The metadata workshop has extended the closeout date for papers until 14 March.

  1. Report on SC14/WG4 meetings (Paul Hawes and/or Bruce Bargmeyer)

  1. Report on status of terminology (Dan Gillman)

- Doug Mann expanded the table of definitions to include the data value domain and metamodel definitions.

- The committee needs to workout the use and revision of terms and definitions. The SIG will take the matter up and report back to the committee in a written report. The committee should use K5 as a source.

  1. Report on X3L8 projects which may be candidates for being transferred to other committees (Philip Diamond)

Document X3L8/97-008c is Phil Diamond’s report. Phil is in contact with L1 for transfer of Codes for Hydrologic Units and Geographic Point Locations.

  1. Report on T1M1 activities (Paul Hawes)

  1. Liaison Report on X3H2 activities (Phong Ngo)

Phong Ngo received a document relating to registration in SQL. This will be in the next mailing.

  1. Liaison Report on X12/EDI activities (Paul Hawes)

2.8 Proposed liaisons: X3T2 (Doug Mann)

Doug Mann is appointed to be the informal liaison. Doug is to report back to the committee on their work. He is tasked with establishing a joint meeting with T2. The initial contact with the chair of T2 is a proposed joint meeting in August in Minneapolis.

2.9 Proposed liaisons: HL7 (Doug Mann)

The chairman of HL7 has requested L8 to work with them on a directory. ANSI HISB has asked to have a presentation from L8 on its activities.

 

3.0 Status of Projects

3.1 Status of Data Element Classification and Attribution Project(X3 Project 399-DT and 400-DT)

- ISO/IEC equivalent standard 11179 (Parts 1-6) - (All US editors)

Part 1 has been sent for CD. Dennis Hill has sent comments. Dan Gillman will incorporate all comments as they arrive. Motion by Mann, Second by Gillman, to approve the CD registration of ISO/IEC 11179-1 and the CD as is. Vote 6 yes, zero no, 1 abstain, PASSED. 7 members present; 12 members total.

Part 2. We do not know if Bruce Bargmeyer has sent this on to ISO. L8 requests the editor send this on to SC14 for CD.

Part 6. The final version was sent to SC14 in December. It is expected to be an IS in March 1997.

  1. Status of X3L8 Metamodel for the Management of Shareable Data (X3.285) (Paul Hawes)

Paul Hawes is incorporating the resolved issues resolutions and some features from Part 6 of 11179. He expects to have these at the next meeting.

  1. New Work Item Proposals:

ANSI ---

X3.43 and X3.51 are expected to be rolled into one standard. The SIG has received a number of directions on drafting the standard. The editor will place the updated draft on the FTP site. NCITS OMG will vote on the SD-3 for revising the time standard at the March meeting. A project number will be assigned at this time.

ISO ---

Motion to accept the Data Value Domain ballot. Motion by Mann, Seconded by Parker. 7 yes, zero no, zero abstain, PASSED

The SIG is requested to review the above projects and propose recommendations to the committee in the next Plenary in June 1997.

The next SC14 meeting are Korea - 1997, US - 1998.

The WG4 meeting decision will be made by the conveinor.

Dan Gillman will explore and report back on whether Census could be the host for the 1998 (October) SC14 meeting.

  1. Selection of IR

The committee needs to assume that Paul Hawes would be resigning. Doug Mann will explore support for the position.

The following is future work for L8:

ISO/IEC 11179 maintenance

Metamodel completion and extension

Henry Hefernan’s draft document should be examined by the SIG for new work items.

The SIG is requested to review the above projects and propose recommendations to the committee in the next Plenary in June 1997.

  1. Establish liaison with T2

We will explore establishing a formal liaison. We should also explore T2 and L8 joining efforts.

  1. Continue liaison with X12

Phong Ngo will approach Andy about X12 liaison. Dan Gillman will check to see if Census is represented in X12.

    1. HISB and HL7 liaison

Doug Mann is to contact the chairman of HISB for presenting at the March meeting. He is to contact the HL7 chairman. Doug is to report to the committee in June.

Plenary October 22-24, 1997 at Battelle

Plenary February 18-20, 1998 at ITI

Judy Newton, Phong Ngo, and Doug Mann will verify the room availability. Battelle is confirmed.
