The membership list is available on the X3L8 WWW Home Page: http://www.lbl.gov/~olken/x3l8.html 1.4 Officers Nothing reported. (See shocking news, Item 5.8, below)  2.0 Reports 2.1 Report of X3L8 SIG meetings held at NIST Phong Ngo reported on the progress made at the meetings held in June, July and August. ISO/IEC Part 6 was sent out for CD ballot. The X3L8 Metamodel for Management of Sharable Data was prepared for public review. Two new work items were prepared for review by WG4. The progress is further described in the meeting reports, which are up on the X3L8 anonymous FTP server. See files in directory x3l8/x3l8docs with filenames such as meet0995.wp5  2.2 Report on status of terminology Dan Gillman reported on this effort. He has incorporated changes in the current version of ISO/IEC Part 1. All should review the definitions in Part 1 and make comments to Dan. This version will be circulated to SC14/WG4 members. 2.3 Liaison Report on the Project(s) of former Task Group X3L8.4Geographic Units Geographic issues are now being addressed by a new X3 committee. 2.4 Report on T1M1 activities Paul Hawes reported that T1M1 is reviewing an ITU proposal for a geographic identifier. The proposed identifier is a multifact data element. Members of the X3L8 observed that multifact data elements violate good data design principles. 2.7 Liaison Report on X3H4 activities Judy Newton reported that X3H4, Open Repository Systems, held a meeting in June. The committee is working with OMG on Repository issues. 2.8 Liaison Report on NISO activities The next international meeting of TC 42 will occur in Washington, Sept 2729, 1995 at the Library of Congress to discuss NISO ISO 3166, Codes for Names of Countries. This also includes the names for the first subdivisions of countries, such as states in the United States. 2.9 Report on IEEE IDEF1X committee Judy Newton reported that the committee is working on a new draft standard for IDEF1X. 2.10 Report on CDIF & SC7/WG11 Bert Parker reported during the SIG meeting that the X3L8CDIF MOU was signed at the last CDIF meeting. 2.11 Report on X12 A letter was sent to X12 requesting that Paul Hawes be the liaison between X3L8 and X12. It will be taken up at the next X12 meeting. 3.0 Status of Projects  3.1 Status of Data Element Classification and Attribution Project (X3 Project 399DT and 400DT) This work has evolved into the work on ISO/IEC 11179. It will be reported at that point hereafter. 3.2 Status of Mnemonic Codes Algorithm (X3 Project 455D). Further progress on this project will be held until we engage the international new work item on domains. It will also be impacted by progress in 11179, Part 6. 3.3 Status of ISO 11179, Parts 16. Includes the work on Data Element Classification and Attribution Project (X3 Project 399DT and 400DT). Part 1, Framework for the Specification and Standardization of Data Elements. A new draft is available on the FTP server, the filename is 111791.wp5. A paper copy will be distributed to WG4 members. Part 2, Classification for Data Elements Bruce Bargmeyer has made revisions per the meeting in Buzios. A new draft will be put up on the FTP server and will be distributed on paper to the WG4 members. Part 4, Definitions, and Part 5, Naming and Identification These have been completed and are in the process of being edited and published by ISO as International Standards. Part 6, Data Element Registration This part is out for CD ballot. The ballot closes in October 13, 1995. It will be discussed at the WG4 meeting. 3.4 Status of the X3L8 Metamodel for the Management Sharable Data, Project X3 Project Number 1124D Work on the metamodel has progressed to the point where broader public comment is desirable. The SIG recommended that the metamodel be sent out for public comment. Bruce Bargmeyer moved that we send out the Metamodel for the Management of Sharable Data for public comment. The version to be sent out will include changes as approved in the next SIG meeting. Paul Hawes seconded the motion. Phong Ngo amended the motion and Bruce Bargmeyer accepted the amendment to state that we send out the Metamodel as corrected for letter ballot to approve its release for public comment. The motion was accepted unanimously. Bill will send a letter ballot to Phong Ngo. Paul will send a new draft to Bill Kenworthey and Phong. Phong will distribute the material to X3L8 members. 3.5 Comments for ISO ballot on ISO/IEC 11179 Part 6. The comments, as made at the last meeting, were sent out on the official ballot. 4.0 IR Responses to Standards Institute of Sweden (SIS) through ITI and ANSI Karen Kirkbride, IR, forwarded comments on Part 6 and on ISO/IEC WD 14957, document SC14 N784. She is also doing the annual report. 5.0 New Business 5.1 Inclusion of WG4 material in X3L8 Annual Report This issue was discussed and a workable means was agree upon. 5.2 Comments to BSR Phong Ngo moved that we respond to three BSR related documents (JT/950292Rev, JT/950347 and 0348) with the following: 1) X3L8 sent comments responding to BSR N 0021 on August 15, 1995 to the JTC1 TAG. 2) We feel that the tight deadline is not in compliance with the JTC1 directives and that it is unrealistic to provide formal comments (with full committee consensus) in such short time frames as requested for these documents. Members can and do provide personal responses via email with short turnaround times. 3) X3L8 requests the BSR project to adopt the X3L8 Metamodel for the Management of Sharable Data as an integral part of BSR work. Bill Kenworthey seconded. Passed unanimous. 10, 8, 0, 0. This response will be sent by the Chair through formal channels. 5.3 Open EDI. Paul Hawes discussed SC 30 progress on editing the Open EDI framework document. Most of the time was spent discussing the Functional Service View. X3L8 members are more likely to be interested in the Business Operational View. The BSR project is raising many issues that are being discussed by the committee members. The committee has invented a term semantic unit, which seems to be synonymous with data element concept and basic semantic unit. Paul gave a synopsis of several documents sent out by SC30. One of the documents states that there should be a metamodel for Open EDI. X3L8 agrees and finds commonality in the suggested SC 30 metamodel with the X3L8 metamodel. X3L8 will offer the Metamodel for Management of Sharable Data as input on this matter to SC30. Paul Hawes and Bill Kenworthey will explore appropriate avenues for doing this.Ō5.4 Review of Metamodel Paul Hawes discussed changes to the metamodel that were discussed until late hours on Thursday. He presented three alternative models that simplify the presentation of the Metamodel. He will work this into the Metamodel. 5.5 A reflector will be set up for SC14/WG4. Alan Goldfine will set up the reflector. It will be used to send out messages relevant to the WG4. Bruce Bargmeyer and Phong Ngo will provide a list of email addresses. Phong will handle FAX or mail distribution of documents to people not on the reflector list. 5.6 WG4 issues: When Phong and Judy have finished with the edits on the new work items, Phong will combine them into a message and send them out on the WG4. 5.8 Office of Chair Bill Kenworthey stated that this would be the last meeting that he would chair. He will continue as Chair until December. He eloquently praised the group for its accomplishments and especially thanked Karen Kirkbride for her valuable assistance over many years. The committee members expressed their appreciation to Bill for his leadership. During his tenure as Chair, he transformed the committee from one that addressed standardization of code sets to one that is addressing the fundamental issues of data representation. In the process he has stimulated broad interest in this subject area and has led in the proposal, development and approval of several international standards, with more in the pipeline. He has conducted groundbreaking research in the development of a taxonomy that lays the foundation for data representation and electronic data interchange. We all owe Bill a debt of gratitude not only for the visible work, but also for the many officer duties that he has performed and the meeting arrangements that he has made over many years. We remember with special appreciation the arrangements that he made for the last WG4 meeting at Buzios, Brazil. It was resolved and unanimously agreed to have a special celebration to honor his leadership.
